Steven Gourley is a nationally known expert on real estate, real estate lending, and securities laws. A Boalt Hall and UCLA graduate, he has served as Chief Deputy Commissioner of Corporations, Director of the California DMV, and Mayor of the City of Culver City.

He currently practices with the law firm of Malek & Malek in Torrance, California. He focuses on representing mortgage lenders and brokers, especially before the California Department of Corporations, the California Department of Real Estate and the United States Securities and Exchange Commission.

For twenty-six years, Mr. Gourley worked diligently to become an expert in corporate securities and consumer finance lending as an attorney with the US SEC, as Chief Deputy Commissioner of Corporations for the State of California, and as an attorney in private practice. He gained his reputation as a tough law enforcement officer during his tenure Chief Deputy Commissioner of Corporations, when he was responsible for a task force that brought eighty-one civil actions and twenty-eight criminal actions to recover $500 million in investor funds.

Mr. Gourley served as a City Councilman and Mayor of the City of Culver City from 1988 to 1996, where he reorganized and simplified the budget process, built reserves to nearly 50 percent of the city budget, redesigned and rebuilt the city’s faltering business district, and built the new city hall which was finished three months early and $1 million under budget.

In late 1999, Governor Gray Davis appointed Mr. Gourley to serve as Director of the Department of Motor Vehicles (DMV) and to make the DMV more consumer friendly. The DMV has over 9,500 employees, 170 field offices, and a budget of $650 million.

Mr. Gourley was one of the original authors of California’s multilender rule (now Section 10238 of the Business & Professions Code). He is also responsible for many of the changes to the CFL Law, Escrow Law, and Business & Professions Code relating to Real Estate Brokers. He is often called as an expert witness in these areas.
